The Witnesses
Three have been earned. Each was taken through a full doctrine pass before it received a number; the numbers are not reserved in advance.
Standing outside the spine
The Eye of Providence presides and asks nothing; it establishes only that the day is witnessed. The Art Deco Sun is the substrate beneath all of it — ten structural elements, no named characters. The Victim and the Empty Chair are the two poles the witnesses testify about, co-equal, and neither is a voice in the council.
Numbering is element-aligned: a document’s number is its element’s number on the panel. See the Element Register for all twenty-four.
